John has been a lawyer for 38 years, including 27 years at CIGNA Corporation. As the Chief Counsel for CIGNA Healthcare (CHC), he was the senior legal counselor to CHC’s senior management, and supervised the legal team supporting CHC’s managed care and benefit management operations.  John also spent three years in CHC business operations, establishing and managing national relationships with providers of laboratory and home health care services.  For nearly nine years, John’s

responsibilities at CIGNA also included the design, development, implementation and operation of complex and extensive compliance programs.  

John created a comprehensive compliance program for CIGNA’s national healthcare operation, and was subsequently named Chief Compliance Officer for CIGNA Corporation, developing the enterprise-wide compliance function for CIGNA, and leading a team of 85 people. He consolidated the compliance functions for CIGNA's business divisions, established and managed CIGNA’s Compliance Program (including regulatory, privacy, risk management and training functions), and provided compliance counsel and quarterly reports to the Audit Committee of CIGNA’s Board of Directors.   

In his post-CIGNA career, John has been a legal and compliance consultant to small and mid-sized health care companies, including: 

• Extensive compliance support to two start-up health plans;

• Completion of comprehensive assessments of the compliance operations and ongoing support to (i) a specialty health care benefit management company, (ii) a health management company providing programs for people with pre-chronic and early-stage chronic conditions, and (iii) a health information logistics support company;

• Completing a comprehensive compliance assessment for a company providing claim, coding and revenue cycle management services to large hospital systems and managed care organizations; and

• Providing ongoing compliance advice, including risk identification and remediation support, to a drug and alcohol testing company, and a company providing health assessment and care management programs.
